How do I forward call from a cellphone that is out of it’s network?

I want to forward all of my cellphone calls to my google voice number. My cellphone which is T-Mobile and originally from the States, is with me in SW Asia. My cellphone, well T-Mobile service is activated, however, it won’t work out here.
