Do you get charged for sending and receiving messeges on your cellphone?

I have AT&T and I only 200 messeges on my cellphone.Sometimes I get charged extra for sending messeges and I only send only a little bit of messeges. I was wondering maybe that I get charged for receiving messeges too.
