What is the GPS service on an iPhone 3GS and how do you turn it off?

I’ve got a contract and I keep getting charged for GPS. I’m not sure if it’s my wifi but I use my own from my BT hub. I don’t understand why I’m getting charged so I’m trying to understand why I’m being charged.
