LCD STEREO CAR FM TRANSMITTER FOR MP3 Player iPod touch®

i purchased a new labtop from about a week its i5,6gb ram, 750gb well it was super fast compared to the old dual core i had but win7 home premium was installed already so i installed my win7 ultimate on it then i was surprised that the cpu usage gadget shows that iam using about 30% of my cpu without openning any program or anything i installed the windows several times installed used ccleaner, regcure pro nothing happened i believe that iam not using all my cores i also tried disabling core parking also BTW the cpu usage indicator showed that 3% of my cpu is used before i install the new windows
guys it was working like lightning before the windows install also my ram is 6gb so its good enough to run games ,iam saying that the cpu usage is too high on nothing after the windows install
no antivirus is installed , i believe that all cores are not used

I have mixcraft and i wonder what software would be better.
