I have insurance on my cellphone and they told me in order to get a new phone I have to pay 50 deduction?

I have a Motorola razor cellphone from cingular wireless and they told me in order to get a new cellphone I have to pay a $50 deduction and I don’t understand the purpose of me having insurance if I can’t get an new cellphone for free.
