With new technology everywhere these days, what age should children begin carrying their own cellphones?

My son is 13 and (with influence) I am just thinking about getting him his own cellphone. My bestfriend said that I am “OLD” and that he should have been had one! Our children are the same ages and her son has had one already for atleast 2-3 years now…
